President’s Update
Welcome to 2025!
I am certain that many of you found time to relax with family over the festive season. It is always a challenging time of the year with the ‘art’ of family balance generally taken to the next level!
This year has started off incredibly positively for RSL WA. The Board has conducted a complete review of our strategy. Pleasingly, there is tangible progress. The revised strategy is without significant deviation from what we have worked towards over the last few years. Once our strategy is finalised, we will take time to communicate it to you all.
I ask all Sub-Branches to consider motions for State Congress this year. If you are seeking changes to our constitution or By-Laws, I encourage you to communicate early. The Constitution Sub Committee of the Board is available to provide advice and assist in the drafting of motions to ensure the intention of your members is met.
With writs issued for the State Election and the Federal Election almost upon us, there is fervent activity by local members seeking to support their communities. Many of you will have contact with prospective elected members in the coming months. It is timely to restate that RSL WA is apolitical. Veterans and veterans’ issues should not be used as a political football. Rather, this period should be used to raise the profile of veterans. The team and I are here to support you should you need assistance in engaging with your local representatives.
Planning for Anzac Day is well advanced across the State. With the generous support of Lotterywest, I am confident that the services in 2025 will deliver what we and our community desire. Countless services are conducted across the State, and I encourage everyone to access available tools to ensure these services are conducted in a manner befitting the occasion.
RSL WA appeared in the Supreme Court in January as we continue to seek to exercise our rights with respect to land adjacent to the former Nollamara Sub-Branch where the VMC clubhouse is located. RSL WA sought to resolve this issue at every possible juncture, with several offers to settle. None of these offers were accepted. RSL WA engaged professional lawyers who prepared our case to a very high standard. The trial saw the VMC introduce and modify their defence on several occasions; I was informed this is a most unusual practice. The Judge is deliberating, and we await judgement.
Pleasingly, the Nollamara Bowls Club will support a local Anzac Day Service. RSL WA welcomes volunteers who would like to assist in delivering a quality service for this community.
The next Board meeting of RSL WA will be held in Albany with a Presidents Forum on 8 March 2025. For those able, I encourage attendance at the Forum and look forward to catching up with members at this event.

CEO’s Update
With Anzac Day 2025 rapidly approaching, we are well advanced in our planning for the day. It is the most significant commemorative event on the national calendar, but it is also a day for camaraderie and fellowship.
Anzac House has a vital role to play on Anzac Day as a gathering place for ex-service personnel, serving members and their family and friends. Not to put too fine a point on it, last year we got it wrong. There was not enough staff, not enough floors open and, to put it bluntly, it took far too long to get a beer. This will not happen again.
Last week, the General Manager of the Anzac Club, Nikola Radisavjevic, briefed the Board on the preparation for Anzac Day. Unfortunately, the Mateship event at Langley Park will not be proceeding this year, however, we will be closing Irwin Street to set up a bar, staffed by Western Australian brewer, Gage Roads.
Three levels will open for refreshment, with five mobile bars in Anzac House. These mobile bars will have three taps of beer provided by Gage Roads – this is in addition to our existing beverage range (my favourite being Coopers Pale Ale). There will also be a snack menu. For those coming to town for the March, I look forward to seeing you at Anzac House.
Next month there will be the State Election, and a Federal Election is looming on the horizon. Candidates at both a State and Federal level are engaging with local Sub-Branches; some are promising upgrades to infrastructure.
This political engagement and the commitments are to be welcomed. It’s a feature of our parliamentary democracy.
Of particular note, we welcome the Cook Government’s commitment to provide $4.2m for a facilities fund for RSL Sub-Branches and assistance dogs for veterans if re-elected. The State President has written to the leaders of the WA National and Liberal Parties seeking matched funding.
It is important to note that the RSL is a non-partisan organisation. While we welcome commitments that support veterans and their families and the RSL, we must be careful that we do not endorse or campaign for candidates or parties.
If candidates have made commitments to Sub-Branches, we would request you contact HQs so we can keep track of them.
On a recent visit to the Joondalup RSL Sub-Branch, I received the excellent suggestion that we advise Sub-Branches that if they want to hold their monthly meeting at Anzac House, perhaps as an annual event or for a special occasion, they can do so.
So in that spirit, if any Sub-Branch wants to mix things up and come to Anzac House for their meeting, please feel free to drop me a line.

Christmas Appeal

Thanks to the generosity of our incredible community, we are happy to report that RSL WA’s Christmas Appeal raised just over $15,000.
These funds helped to provide vital services such as food vouchers, emergency accommodation and crisis assistance for veterans in need during the 2024 festive season.
We extend our thanks to everyone who generously donated. Together, we were able to make a difference for veterans in need.
Hearing Concludes: Nollamara RSL Sub-Branch Update

Dear Members,
Last year in February 2024, members of the RSL WA board unanimously resolved to remove the charter of the Nollamara RSL Sub-Branch due to concerns that the property was not being used for purposes which were aligned with the RSL WA Constitution and our mission, vision, and values. The Nollamara RSL Sub-Branch has since been closed until further notice.
Throughout 2024, we have sought to resolve this issue with the Veterans Motorcycle Club (VMC) without the matter going to court. Unfortunately, a resolution was not achieved. We were forced to take the matter to the Supreme Court of Western Australia. This week, the case was heard in court and concluded on Wednesday 22 January 2025. We are now waiting on the decision of the Hon Justice Alain Musikanth, SC.
We are hopeful that when this matter is behind us, it will allow us to work on the re-establishment of a Nollamara RSL Sub-Branch, in alignment with the mission, vision, values, By-Laws, and Constitution of RSL WA.
RSL Sub-Branches are important pillars in WA communities that provide social connection, commemorative events, and support that enable WA veterans and their families to thrive. RSL WA are committed to supporting our Sub-Branches to operate and create a place that veterans can feel welcome and engage with the local community.
Planning is underway to deliver an accessible Anzac Day service to the veterans, their families, and the community in Nollamara. More information coming soon.

Anzac Day Events in WA
There are seven events in the City of Perth this year, including the Sunset Service, Dawn Service, Gunfire Breakfast, the March, Anzac House and Mateship Lane, and (new addition) the Cathedral Service. You can find out more information about what's on in the City of Perth this Anzac Day from the RSL WA website.
Fifty-five RSL Sub-Branches have registered Anzac Day event information early, with more events to be announced shortly! This information will be published on the RSL WA website and The Listening Post Magazine (March edition) for easy access.

The March registrations
Register your unit association or group for Anzac Day 2025 – the March in the City of Perth. This is your last chance for group and band registrations, which must be submitted by Thursday 20 February 2025.
The primary contact listed on the registration form will be responsible for the coordination of the group on the day of the March. The Order of March will be finalised on 31 March 2025. For enquiries please contact events@rslwa.org.au.

Vehicle registrations for the March
RSL WA helps to transport veterans with mobility issues to participate in the Perth Anzac Day March. This is a personalised service offered to veterans who need help getting to and from the March and for those who require vehicular assistance to participate.
This service includes transportation from your home address, along the March route and back home at the conclusion of the March.

Two-Up Permits
RSL Sub-Branches note that Two-Up permits have been submitted to Racing, Gaming, and Liquor. If you have applied for a permit, you will receive this from Racing, Gaming, and Liquor in the coming months.
Nollamara Anzac Day EOI
RSL WA is in the initial planning stages for a commemorative event at Nollamara this Anzac Day, with further details to follow in the coming weeks. RSL WA is seeking an expression of interest from members who would like to assist with the delivery of events in Nollamara on Anzac Day. RSL Active: Call for Expressions of Interest – Cycling & Running Club

We’re looking to establish an RSL Active Cycling and Running Club, bringing together like-minded people for regular group rides and runs.

RSL WA Anzac Appeal 2025

The 2025 Anzac Appeal will take place on Friday, 11 April 2025, with collections happening across the Perth CBD and in local communities. This annual event, which has been running for over 100 years, is a key opportunity to raise vital funds to support veterans and their families.
RSL WA is coordinating the CBD street collection and assisting Sub-Branches across the state with their fundraising efforts. Your support ensures that we can continue providing welfare, advocacy, and other services to our WA veterans.
RSL WA Poppy Ladies seek volunteers

The RSL WA Poppy Ladies create striking art installations to honour those who lost their lives or suffered while serving in wars, conflicts and peace keeping operations. These jaw-dropping art installations featuring hand crafted poppies and drive public attention to our commemorative services and fundraising appeals.
The Poppy Ladies are currently recruiting volunteers to assist with their event sets up over the coming months, including Anzac Day at Government House Gardens.

Tickets for ANZAC Day services in Türkiye and France now available

Next year, 25 April marks a poignant milestone: the 110th anniversary of the ANZAC landings at Gallipoli, Türkiye, in the First World War.
The ANZAC Day Dawn Service in Türkiye will take place at the ANZAC Commemorative Site, Gallipoli, followed by a mid-morning Australian Memorial Service at Lone Pine Cemetery, one of the fiercest battlegrounds fought on by Australians on the peninsula.
In France, the Dawn Service will be held at the Australian National Memorial near Villers-Bretonneux. In 1918, Australian forces intensely battled for the small town of Villers-Bretonneux on the Western Front, taking it back after a major German offensive. An Australian service will be held later in the afternoon at the ‘Digger’ Memorial, just outside the town of Bullecourt.
Those who plan on attending either Dawn Service can register for their free attendance passes online. Registration is essential to secure a place at each service. Travellers are also encouraged to monitor the Smartraveler website (smartraveller.gov.au) for the latest travel advice.
Those unable to attend the international services who wish to share in the commemorative tradition can watch the services live, broadcast on ABC television. More information is available at dva.gov.au.
Australia Day Medallions Award Ceremony

On Thursday 6 February 2025, RSL WA celebrated the achievement of three individuals at Anzac House who were recipients of Australia Day Medallions: Anne Stedman, John Rolfe and Robert Sheppard.
The Australia Day Medallion Program recognises the contribution of individuals and teams for outstanding performance on special projects or in performance of their core duties and provides a way of recognising those people for outstanding achievement, length of service and recognition in a particular field.
The awards were presented by RSL WA State President Duncan Anderson. Also present was Morgen Lewis, Chief Executive Officer, Executive Director, and Board Secretary of Auspire, the Australia Day Council of Western Australia.
Anne Stedman
Growing up in an RSL family, Anne has a deep, lifelong connection to the Brookton Sub-Branch, which she rejoined in 2013, and where she has served as Vice-President since 2014. Her commitment is further reflected in her numerous roles, including as warden and as a primary organiser of both Anzac Day and Remembrance Day services, as well as the Sub-Branch Poppy Appeal coordinator.
Anne is a driving force behind preserving the Brookton Sub-Branch’s history and is always seeking ways to enhance services for members. Her vision brought to life the successful ‘Poppies in the Park’ project for the Centenary Years, bringing together contributions from the local school and community group and shrouding Memorial Park in poppies.
Anne is the first to chip in at busy-bees and always first to put up her hand when jobs are being allocated – from making wreaths, to attending presentation nights at the school, to raking leaves, to researching past members.
Representing the Sub-Branch at community events, leading initiatives, and offering steadfast support at every turn, Anne’s dedication and proactive spirit have enriched the community and brought honour to the Brookton Sub-Branch and its legacy.
John Rolfe
John Rolfe is a passionate advocate for veterans in Western Australia and has been a very successful Sub-Branch President for years.
He is a mentor, a hard worker and has a can-do attitude. After recently only stepping down as President of North Beach, he volunteered to take on other senior roles at RSL WA including positions on WAVAC, the State Tribunal and the Constitution Committee.
John has been a valuable member of WAVAC and, as Vice Chair, has seamlessly stepped in to represent the state on NVAC when required.
During John's six years as President of the North Beach RSL Sub-Branch he was voted in by its members unopposed in 2018 and again in 2021. John increased its membership and introduced the Tour of Duty for its members, which improved camaraderie and mateship. While John was President, the Sub-Branch was awarded the Newdegate Cup for best overall Sub-Branch in the State from 2019–2021 and again in 2023.
John is to be commended for his outstanding service and commitment to RSL WA and his fellow veterans.
Robert Sheppard
Bob qualified Advocate Level 1 in August 2010 and Advocate Level 3 in December 2011. It is of note that this is a volunteer, unpaid position. During this time, he has assisted over 700 veterans in submitting their claims.
Bob’s attitude is one that claims need doing, and quickly, so he is on-call 24/7 for his veterans. This includes hospital and home visits within the CBD, suburbia and country using his own personal transport. He works from both RSL WA Central and from his home office on other days. Bob has completed claims for veterans in WA, SA, QLD, VIC and NSW. His knowledge of the rules and regulations involving the various Department of Veterans Affairs Rehabilitation and Compensation acts are second to none.
Bob has also been successful in the conduct of appeals at the Veterans Review Board where initial claims have been dismissed through lack of evidence. He has managed to have numerous claims reconsidered that has changed the outcome to the benefit of the veteran.
Bob Sheppard has worked tirelessly for the veteran community. No task is too big, and his dogged support in ensuring a satisfactory outcome for the veteran has gained him a reputation as a battler for veterans and their families regardless of their location and background.
Assistance Dogs program receives donation

A big thank you to Oban for their generous support of RSL WA’s partnership with Kaizen K9, delivering WA’s first Psychiatric Assistance Dogs pilot program. This groundbreaking initiative trains dogs here in WA to assist local veterans living with PTSD, providing vital care and support.
Recently, Alonso and his RSL WA handler visited Oban to share insights into the program and the incredible difference it’s making for our veteran community.
With support from organisations like Oban, we’re able to continue delivering this service for veterans across WA.

Veterans’ Entitlements Bill
Veterans’ Entitlements, Treatment and Support (Simplification and Harmonisation) Bill 2024
For many years, the RSL has been calling for the consolidation of the three complex pieces of legislation governing veterans’ entitlements into one simplified act. This would make it easier for veterans and their families to access compensation and entitlements and reduce the DVA claims backlog.
On 13 February 2025, the Bill was passed.
The three pieces of legislation, dating from 1917, were complex and led to a backlog in processing DVA claims, adversely impacting veterans and their families. The more than a century-old legislation had never been fully reformed but updated and amended, which only added to its complexity.
The RSL highlighted this in its first submission to the Royal Commission into Defence and Veteran Suicide in November 2021. The Royal Commission reported on this issue in its Interim Report (August 2022). It recommended that the Australian Government implement legislative reforms to simplify and harmonise the veteran entitlement system as soon as possible. The Government announced its intention to reform the legislation in February 2023.
The Government consulted on the exposure draft Bill with the veteran community in early 2024. RSL provided a detailed submission which incorporated members’ voices across the League. The submission helped shape and improve the Bill.
On 3 July 2024, the Minister for Veterans’ Affairs, the Hon Matt Keogh MP, introduced the draft Veterans' Entitlements, Treatment and Support (Simplification and Harmonisation) Bill 2024 into Parliament. The Bill was referred to the Senate Foreign Affairs, Defence and Trade Legislation Committee. The RSL lodged a submission to the Senate Foreign Affairs, Defence and Trade Legislation Committee on the Bill, in which the RSL outlined its support for key provisions in the legislation and provided further information to assist the Senate Committee’s deliberations. The committee tabled its final report on 3 October 2024. The Bill remained before the Senate in 2025, and RSL advocated for it to be passed swiftly before parliament rose for election. On 13 February 2025, the Bill was passed.
The late amendment to the Bill to establish the new Defence and Veterans’ Services Commission (DVSC) to oversee system reform across the whole Defence ecosystem within the Defence portfolio rather than as an independent entity, was brought forward by the Government without proper consultation. Importantly, it has not been informed by the veteran community. The RSL did not oppose this amendment in order to avoid further delay in the passage of the Bill, but we advocate that it is critical for the Government to work with the veteran community to ensure that the voices of veterans and their families inform the structure, operations and powers of the DVSC.
As such, the RSL calls on the Government to promptly establish an open and transparent public consultation process without delay and to remain open to further amendments to ensure the DVSC has the necessary independence.
RSL is continuing to prepare veteran advocates for the 1 July 2026 start date and is also working to inform the establishment of a new Institute for Veteran Advocates that can best enable advocates to meet the current and future needs of veterans and their families.
109th State Congress
State Congress and the Annual General Meeting will be held over two days again. On Friday 13 June 2025 we invite Sub-Branches to Anzac House to celebrate our Award Presentations, and on Saturday 14 June RSL WA’s State Congress and Annual General Meeting will take place on Level 5 at Anzac House.

Declining Patriotism Putting Australia’s Defence at Risk
A key veteran national defence and security committee has said that the declining sense of patriotism in Australia is putting the defence of the nation at risk.
In a paper prepared by the Returned & Services League of Australia’s (RSL) Defence and National Security Committee contends that this reduction in national pride has impacted on Australian Defence Force (ADF) recruitment and service retention in our armed forces.
Committee Chair and former Chief of the Australian Army, Lt General Peter Leahy says within the current ADF strength of around 58,000 there are significant personnel shortages across all elements of the force and at most levels of rank, seniority and skill, apart from generals and equivalents.
“To resolve the situation the Australian Government has approved an ambitious workforce plan to increase the Defence workforce by18,500 to more than 101,000 by 2040. That means recruitment needs to lift from approximately 5,500 annually to 9,000 a year and permanent ADF service retention increased from around seven years to around 12 years.
“These targets will be very hard to achieve,” he said.
“Australia’s defence is already at risk due to delays in acquiring the capabilities needed to meet the clear and present danger. Now a failure to meet new recruiting and retention targets for the ADF may further jeopardise our security.
“What if we have a war and the equipment isn’t there and there aren’t enough motivated and trained people in uniform?”
Peter Leahy says there is something else at play here, describing the biggest issue about who will fight for Australia is a decline in national pride and a dilution of an Australian identity and culture.
“Surveys such as the Scanlon 2023 Social Cohesion Report identified a declining sense of pride and belonging in Australia. It also reported a declining trust in government and an increasing concern for equality.
“Let’s be old fashioned and call this loyalty to Australia, a commitment to serving the nation and a sense of patriotism. Military service is about purpose, values and loyalty. It is about service and sacrifice and contributing to something bigger than yourself.
“The decline in national pride is not surprising as some seek to denigrate the ADF and the notion of service to the nation, perhaps evidenced by the active debate about the legitimacy of Australia Day.
“There are too many identities and too many flags. Whether it harks back to place of origin or some narrow interest motivated sentiment, too many people and groups want special treatment and consideration. It doesn’t leave much space for Australia.
“What is our sense of being Australian if it is not about being part of a team and committing to the group and contributing to something bigger than yourself?”
Peter Leahy says Australia’s future security will depend on our ability to have the right equipment and the right people at the right time. At present both are at risk.
“As well as improving the mechanics of recruiting, the more important task is to restore a sense of pride and belonging in Australia and a desire to serve the nation.
“This is perhaps the most important job for the Government, and it needs to get to work,” he said.

Servicewomen’s Barefoot Social Bowls & Sausage Sizzle

30th Anniversary Rwanda Reunion

This event is for all ADF (Army, Navy and Airforce) members of ASC 1 and ASC 2.
The deployment of troops to Rwanda occurred in 1994/1995 and was a significant mission with ASC 1 and 2 deploying to provide the UN Medical support to the Mission.
A few members who served in Rwanda with the generous support from the Townsville RSL have organised a reunion to commemorate this significant deployment and occasion.
The Townsville RSL’s support to the reunion has enabled it to be a low-cost affair. The only cost is for the dinner, which pays for the food. There is no facility, equipment hires or security cost on top. These have all been met by the Townsville RSL. The ‘Meet and Greet’ facility and food has been generously provided by the Townsville RSL.
The culmination of the Reunion is the Townsville Anzac Day March, where the Rwanda Reunion Contingent will be the Lead Veteran Group. The Townsville RSL are generously providing a specific banner for the Rwanda veterans to march under.
22nd April – Meet and Greet
23rd April – Reunion Dinner
24th April – free Day
25th April – Anzac Day
26th April – Recovery drinks and farewell in the arvo

Anzac Day
This Anzac Day, gather with mates and commemorate the spirit of camaraderie at the Anzac Club.
