President’s Update
As we pass through the middle of 2024 it is timely to reflect on the year that has been and what lies ahead.
Firstly, I would like to pass on my sincere appreciation for all of those who participated, supported and enabled State Congress 2024. This revised format saw presentations and a social event on the evening of Friday 5 July. This was an amazing success, and I would like to recognise all the award winners and recipients of Life Membership. I am always humbled to recognise members and Sub-Branches in this manner, so many people doing so much amazing work in our community. Initial feedback suggests this change to the format was welcomed and it is very likely to be replicated for 2025.
State Congress was held on Saturday 6 July. Pleasingly the team at RSLWA enabled delegates to join, participate and vote remotely as part of the meeting. We are pleased to confirm that delegates unable to travel to Perth for future State Congress events will now be able to participate fully.
We have already received positive feedback from a delegate regarding this development:
“Personally, I felt this was a very good option for those delegates who cannot make the Congress and it went well for a first time. I did not have any issues with using the system other than I had to do a quick download of the software as I have not used WEBEX on my laptop before today. It only took 5 minutes to setup and login so it was great. FYI I use a MacBook Pro.
Now I have seen a Congress I hope to be able to contribute moving forward on matters relating to our Sub-Branch.”
RSLWA will continue to leverage technology to continue to improve engagement across Western Australia. Your continued support, feedback and patience allows the team to further refine how we do this. We are looking to provide further opportunities to test this prior to Congress 2025. I will pause at this stage and highlight that technology will be used to enhance engagement, not replace human interaction!
Delegates considered several motions that the Board will implement in the coming 12 months. A few motions called for changes to either our Constitution or By-Laws and as such I will take this opportunity to highlight that there may be a need for an Extraordinary General Meeting to consider specific constitutional changes. If this occurs it is likely to be in February 2025. I will be sure to communicate with you as soon as this becomes clearer.
Along with motions approved by delegates, clear guidance was provided to the Board on several matters that impact the League in Western Australia:
· Veterans and Families to Thrive. Attention was drawn to support and services being provided to veterans and families in the community who do not require what we would consider the traditional RSL functions of welfare and advocacy. The Board understands the intention of the delegates clearly. We will undertake to develop a plan to address this. This discussion provided me with immense confidence that the League in Western Australia is ready to take the next step in what we can do for veterans and families in our State.
· Affiliate Sub-Branches. This concept was discussed and endorsed. The Board will consider changes to our By-Laws at the August meeting and I expect this will be implemented shortly thereafter. This change will have no impact on what Sub-Branches do on a daily basis.
· Dispute Resolution and Mediation. Changes to By-Laws to enhance the ability to resolve issues at the lowest level were supported. To support this, training will be provided to committees in October. This will be alongside other information that will be provided to new and existing committee members in October 2024.
· Karrakatta War Graves. The Board had discussed this in detail prior to congress and agreed and communicated a clear plan to key stakeholders. The matter was raised at Congress in general discussion. I, along with my fellow directors, remain committed to resolving this and ensuring veterans are recognised appropriately. I have already taken the first step and am hopeful that some common ground can be found in the best interest of those that have served.
· Voting for elected members. 2025 will see the first staggered elections take place for RSLWA. Specifically, the State Vice President and 3 Directors will be up for election. To ensure the best outcome for the League, delegates endorsed the Board proposing changes to the voting system. Currently 100% of the vote for elected members is provided by delegates. The change that will be considered is for 50% to be provided by delegates, and 50% by a total of ‘one member one vote’. This balanced approach will enhance our system, enabling individual members to have their say, inequal weight to delegates.
Congress 2024 will be reviewed in detail by the team at RSLWA in July. This review will capture lessons learnt to ensure we continue to improve. The greater the involvement by delegates from around the State, the better the outcomes for the League!
18 July 2024. I will attend the Northam RSL Sub-Branch on 18July for a Presidents’ Forum. To those that have already indicated attendance I am very grateful. For those from the region who wish to attend, please contact either ea@rslwa.org.au or the Northam RSL Sub-Branch directly.
1 August 2024. The Board is looking to hold regular meetings and forums in Sub-Branches. After a successful meeting and forum in Cottesloe in June, the Board will hold the 1 August meeting at the Cockburn Sub-Branch. For those members local to Cockburn, or others that wish to travel, you are more than welcome to join myself and the Board for a forum from 6:00 pm at the Cockburn RSL Sub-Branch. We will work to schedule a meeting in Regional WA in the near future.
20 September 2024. On 20 September, RSLWA will hold a commemorative event at the State War Memorial to recognise service in East Timor. 20 September marks 25 years since the INTERFET landings and is a poignant reminder of the thousands of West Australians who served to support the people of East Timor. The service will commence at 2:00 pm. You will shortly see information being promulgated by RSLWA and I invite you to proactively share this in your networks.
In drawing this lengthy update to a close I would like to leave you with my closing remarks from State Congress 2024:
“I am proud to have served and continue to serve my Nation. I am proud to be a member of the Returned and Services League. I return to the question I posed earlier of what else can be done, in your sphere of influence to see veterans and their families thrive, and engage new cohorts of veterans?

Introducing our new CEO: Stephen Barton
After a thorough selection process including interviews with many qualified candidates, the RSLWA Board have appointed Stephen Barton as Chief Executive Officer (CEO) following the upcoming departure of Vince Connelly after Vince’s successful pre-selection to contest a seat at the upcoming federal election.
Stephen hails from both a military and a business management background, including his current role as General Manager of Strategic Government Partnerships at Programmed. Barton’s service history includes deployments to Afghanistan and the Solomon Islands with the 1st Intelligence Battalion. The Board recognises Stephen’s qualifications, accomplishments, and commitment to supporting veterans and their families as an RSLWA Board member and Chair of the Commemoration Committee.
“I’m incredibly honoured for the opportunity to give back and continue RSLWA’s long standing vision of enabling veterans and their families to thrive in the community,” Mr Barton said.
RSLWA State Vice-President Miquela Riley commented, “Steve brings extensive experience and knowledge of the landscape in which our organisation operates, from both his Army service and more recent employment in the private sector. Steve has the leadership skills to ensure that RSLWA is a resilient and adaptable organisation that meets the needs of all veterans and their families as well as being a great place to work for our staff.”
Ahead of his planned departure from the CEO role in July, Vince said, “I am deeply grateful for the opportunity to have played a role in enhancing the ways in which we support our WA veterans and their families. We are continuing our drive to engage in relevant ways with veterans of all ages and service types across the state. Steve is a fantastic choice to build further upon the many exciting initiatives we have underway. The veteran community will be in great hands.”
State Congress 2024 Wrap-up
RSLWA State Congress has wrapped up for another year as 160 RSL delegates and guests gathered at ANZAC House for the 108th Annual State Congress on Friday, 5 July and Saturday, 6 July.
This year, the event was held across two days, with social mingling and awards presented on Friday night and the AGM, Matters for Decisions and Voting on Saturday. It was the second year that RSLWA provided an online stream of the event and online voting, and this year, we enabled delegates to vote remotely on motions.
Special thanks are extended to our five insightful guest speakers.
The Hon Paul Papalia CSC MLA, Minister for Police; Corrective Services; Racing and Gaming; Defence Industry; Veterans’ Issues, spoke about the great collaboration between RSLWA and the State Government in addressing veterans’ issues.
RSL Australia CEO BRIG Philip Winter AM CSC ADC shared updates on the RSL’s progress nationally.
The Hon Matt Keogh MP, Minister for Veterans’ Affairs and Defence Personnel, shared a recorded update on claims process improvements.
Ms Rabia Siddique, Retired British Army Officer, Criminal Human Rights Lawyer, and former Terrorism and War Crimes Prosecutor, shared her experience of being warmly welcomed into the League. Ms Siddique is also a writer, and her book Equal Justice details her personal experiences with themes of justice, human rights and international affairs.
Mr Rod Greedy introduced Vescient as RSLWA’s new provider of Managed IT Services and security compliance.

As mentioned by the State President at State Congress, State Presidents Commendations have now been implemented. The purpose of these commendations is to recognise individual excellence across the league, promote innovation and encourage healthy competition between Sub-Branches. Life Membership
Life Membership of the RSL is an honour and reflects the League’s admiration and respect for long, continued and outstanding service.
RSLWA congratulates the following Life Members:
Christopher Hartney, Pinjarra RSL Sub-Branch
Chris has been a member of the Pinjarra Sub-Branch for the last 18 years. Vice President since September 2010, Chris has been involved with the planning, organising and undertaking master ceremonies duties of most ceremonial activities, including Vietnam Veterans’ Commemoration Day and ANZAC and Remembrance Day.
Alastair MacPherson, Victoria Park RSL Sub-Branch
Alistair has regularly assumed the role of Secretary and Treasurer at Sub-Branch meetings and was instrumental in a successful amalgamation with South Perth. Alistair attends many school ANZAC services, and he also sets up and manages a table at Royal Perth Hospital for hours, inviting staff and visitors to donate to the Poppy Day Appeal. These exceptional efforts continue now at the grand age of 96 years!
Michael Prytulak, Northam RSL Sub-Branch
During Mick’s tenure on the Executive of the Sub-Branch, he has completed several major projects. As President, Mick has represented the Sub-Branch at schools for ANZAC Day services, visiting hospices and conducting ANZAC Day and Remembrance Day services. He also conducted services at Yongah Hill Detention Centre and Acacia prison. Mick sadly relinquished the President role but continues to serve the Sub-Branch as Junior Vice President.
Malcolm Small, Cockburn RSL Sub-Branch
Malcolm has been on the management committee of Cockburn RSL Sub-Branch since 2010 in various appointments. He has been the Parade Marshall for the ANZAC Day parades over the last ten years. He regularly attends the various Cockburn retirement villages, providing the veterans within those nursing homes with ANZAC and Remembrance Day services.
William Gorman, Bridgetown RSL Sub-Branch
Without William Gorman's efforts, the Bridgetown Sub-Branch would have folded in 2000. He recruited new members, became President, and actively supported the branch for seven years. Bill continues to lead fundraising activities, connect with the community, and participate in ANZAC Day services, earning him Life Membership for his long service.

100-Year Certificates
Four 100-year birthday certificates were awarded at State Congress. Among those, Mr Earnest Dibb from the City of Cockburn RSL was present to accept his award.
Born in Brussels, at the age of 22, Earnest and his wife, Barbara, came to Australia with two children, who soon became five. Earnest worked as a carpenter and then became an Ambulance officer, working at the Wharf in Fremantle. He retired at age 55. He has always been involved with the community and was a member of the Cockburn football club as an ambulance officer.
Earnest and his wife, Barbara, are long-term active members of the Cockburn RSL Sub-Branch, where Earnest was awarded Life Membership to the RSL in 2004. He served in the Merchant Navy as a Signals Officer. He received a Bravery Medal this year on his birthday from Norway for his service. At the age of 98, he took up origami.
He now has five children, ten grandchildren, nineteen great-grandchildren, two great-great-grandchildren and one great-great-great-grandchild. He still lives at home and cooks for himself. He attributes his long life to eating honey every day, which is his favourite food.

ANZAC of the Year Award
Mr Robert Mitchell, Highgate RSL Sub-Branch
The nominations for the ANZAC Awards are assessed and selected by the National RSL ANZAC Awards Committee. The ANZAC of the Year Awards are presented “to recognise the efforts and achievements of up to seven Australians who have given service to their fellow Australians and to the community in a positive, selfless and compassionate manner”.
Mr Robert Mitchell CD of Western Australia is one of two individuals selected nationally for the ANZAC of the Year Awards.
Mr Robert Mitchell CD is awarded the ANZAC of the Year Award for 2024, in recognition of his 30 years of dedicated, committed, and selfless service to the RSL and wider veteran community and as a respected contributor and advisor to many communities/groups including the Australian Army Museum, the Royal Australian Artillery Historical Society, the National Trust, the Royal United Services Institute, Scouts Australia, and the Rottnest Island Cultural Advisory Committee.
Robert Mitchell exemplifies the Spirit of ANZAC in the community through his dedication and commitment to the benefit of others.

MAYDAY Appeal Raises $50,000 for RSLWA Claims Advocacy Service
In an incredible show of community support, our MAYDAY Appeal successfully raised over $50,000 for the RSLWA Claims Advocacy Service.
Being our first digital fundraising campaign, we were able to reach many new donors online. This crucial funding enables RSLWA to continue providing free Advocacy support to veterans lodging compensation claims with the Department of Veterans’ Affairs (DVA), helping them access the medical treatment, financial support and rehabilitation they need.
In 2023 RSLWA Advocates submitted 2,811 compensation claims on behalf of veterans in need. This year, RSLWA can assist even more veterans in lodging a claim.
The struggles some veterans face can be immense. From chronic pain to mental health challenges, navigating the complex claim lodgement process can be overwhelming. Our advocacy work aims to lift that burden, providing hope and can be life-changing.
Every generous donation to the MAYDAY Appeal is vital in helping veterans approach their health challenges with dignity and support. This provides veterans with a lifeline, ensuring they are not left standing in the dark and can access the benefits they need to lead better and fulfilling lives.
Our heartfelt thanks go out to everyone who generously donated. Together, we are making a difference in the lives of WA veterans and their families.
Department of Veterans’ Affairs Heart Health Program
Did you know the Department of Veterans’ Affairs (DVA) provides a free 12-month health and fitness program that can be delivered to ex-ADF members with overseas operational or peacekeeping service and those covered by the ADF firefighters scheme anywhere in the country?
Proudly managed on behalf of the DVA by Corporate Health Management (CHM), the program aims to help you increase your physical health and wellbeing through practical exercise support and 12 months of health coaching and advice on healthy lifestyle choices provided by a team of highly qualified allied health professionals.
The Heart Health Program is flexible and able to accommodate participants living in metropolitan areas, rural or remote areas, those still working or retired, studying or with other time constraints.

Keep Your Community Connected
DVA grants of up to $1,000 are available to RSL Sub-Branches to host an event this October.
RSL Sub-branches are encouraged to host an event for their local community in support of Veterans’ Health Week (VHW).
Veterans’ Health Week (VHW) will be held from 13–20 October, but events can take place anytime in October. This year’s theme is Keep Connected, which highlights the importance of staying socially connected to family and friends and the positive impact that connectedness can have on mental health and improved wellbeing.
DVA is offering one-off funding of $1,000 to support event organisers to help plan and deliver events that help veterans make social connections in their local communities.
The aim is to bring the community together, so if you’ve got a great idea, visit the DVA webpage and download the funding guidelines and application form. You can also download the VHW kit bag. The kit bag includes a brochure, information and event ideas, a poster to promote your event, social media graphics, logos and presentations to share at your event.
Applications are now open and close 30 August 2024.
Northam Compensation Claims Consults
Location: Northam RSL Sub-Branch
Date: Tuesday, 6 August, 3 September, 1 October, 5 November and 3 December
Time: 9:30 am
Consults with a Compensation Claims Advocate will be conducted at the Northam RSL hall on the first Tuesday of the month, with the first appointment commencing from 9:30 am.
In the event that we don’t have a minimum of two appointments, we will not be attending, but we can still provide the advocacy service without doing face-to-face interviews.

For all photography enthusiasts, join us on Sunday 21 July as we photograph interesting points around Elizabeth Quay!
This event is open to all photographers and suitable for DSLRs and smartphones. No skills are necessary as you will be assisted in taking great images.
We’ll meet at 4:45 pm at the First Contact Statue. Sunset is at 5:54 pm, and when the lights come on, it will be a great opportunity to take long exposure/low light photos.
Please note that this event is weather-dependent and may be rescheduled if it rains.
Veteran Yoga
Location: Riverton RSL Sub-Branch
Date: Tuesdays (16 July to 20 August)
Time: 9:30 am to 10:30 am
Join us for a six-week beginner-friendly yoga program at Riverton RSL Sub-Branch on Tuesdays from 9:30 am to 10:30 am.
The classes provide a gentle introduction to the fundamental principles and postures of yoga. Learn about the different styles of yoga, basic breathing techniques and key alignment principles, which will set you up for a safe and rewarding practice. Sessions start on Tuesday 16 July 2024. The last session in the program will be on Tuesday 20 August 2024.

RSL Active Strava Club is a nationwide initiative with more than 200 members who run, walk and cycle their way to fitness with like-minded peers. Strava is a virtual platform for all our RSL community to join in and connect, no matter where you are located.

2024 Brigadier Arnold Potts Oration

The 16th Battalions' Foundation, 2/16th Battalion A.I.F Association invite you to the 2024 Brigadier Arnold Potts Oration to be delivered by Nova Peris OAM OLY MAICD.
Former Senator Nova Peris OAM was Australia’s first Aboriginal woman elected to Federal Parliament and the first Aboriginal and Northern Territorian to win an Olympic Gold Medal. A dual Olympian and the first Olympic torchbearer for the Sydney 2000 Games. Nova is the great-granddaughter to 2/16th Battalion member the late Sgt John Marcus Charles Knox WX10552 (aka Jack Knox).
The Oration will commence at 7 pm followed by canapés with a cash bar available.

The Search for HMAS Armidale I

Special guest speaker, Mr Angus Callander, President of the Remembering HMAS Armidale Association, will provide a presentation on the latest findings regarding the ship’s location.
Attendees will receive a comprehensive account of the events leading up to and following the tragic sinking of this storied vessel.

Vietnam Veterans’ Day
Location: Vietnam Memorial Pavilion, May Drive, Kings Park

RSL Sub-Branch members are invited to attend the Vietnam Veterans’ Memorial Day Service on Sunday 18 August 2024 at the Vietnam Memorial Pavilion to mark the 58th Anniversary of the Battle of Long Tan, 1966, South Vietnam.
The service is scheduled to commence at 11:00 am and conclude approximately one hour later. Should the weather be inclement the service will proceed as planned.
Service dress or lounge suit for men and day dress for women. Decorations, Honours, Medals and awards should be worn.
